A retaining wall holds back soil. Add a driveway on top and it holds back soil plus whatever parks on it plus the dynamic load of a vehicle moving. A car is well over a tonne and a delivery truck is several, and that load pushes sideways through the soil onto the back of the wall.
Schedule 1 of the Building Act specifically rules out walls supporting a surcharge or any load additional to the ground, and it gives vehicle load as the example. There is no height at which a driveway wall becomes exempt.

Almost always reinforced concrete block, steel post and concrete sleeper, or poured concrete. Timber pole walls are a poor fit, because sustained surcharge load is exactly what timber handles worst.
The engineer's design sets footing size, reinforcing and how far back the drainage zone extends. On segmental walls that often means geogrid layers running well back under the driveway, which changes how much of the drive has to come up during the build.
Hill suburbs here are full of steep driveways cut into the slope, often with a wall on one side holding the bank and a drop on the other. Those are two different design problems on one job and they need looking at together.
Down on the flat there is a lot of shared rear access created by decades of infill through Petone, Alicetown, Waterloo and Epuni. Work out who is responsible and who is paying before anything starts, and get it in writing.

We would not build one. Timber is the worst performer under sustained surcharge. Block, concrete sleeper or poured concrete is the right call.
